If you want to be technical about it, a fuel cell is an electrochemical energy conversion device. A fuel cell converts the chemicals hydrogen and oxygen into water, and in the process it produces electricity.

The electricity is produced by electrical power plants. The hydrogen fuel for this car is only as green as the electrical power production that produced the hydrogen.

It certainly is too quite for a car. Starting it seems like it's a computer. The silence can also be a disadvantage at some point of time where sometimes can't be heard by hearing-challenged people.
